A nice idea, and a good place to start, but it's also poorly-edited ("Lynard Skynard"? Austin's "Driscoll" Hotel? Seriously?), uneven, and incomplete. On the up side, it did mention a number of obscure but respectable musicians such as the Freight Hoppers. Unsurprisingly, though, it leans heavily on Nashville artists, often favoring their covers of songs over the originals. I'm probably biased because I'm from Texas, but way too many Townes Van Zandt and Lucinda Williams covers were listed in place of TVZ and Williams originals, and Wayne Hancock was listed only once that I recall. "Thunderstorms and Neon Signs" didn't make the list of songs about life on the road? And what were the Rolling Stones doing in there at all? I understand that the title meant "outsider" music to mean country as a genre, but I thought it could have stuck to more outsider artists, then, instead of resorting to people like Tim McGraw and Faith Hill, who are very far down toward the pop end of modern country.
